GPDP 3, DOE Review on Regulatory Codes for Natural Gas

The Gas Policy Development Project 3 (GPDP 3) held its Mid-Year Monitoring and Third-Party Access Workshop on 28 June 2024. Representatives from the Department of Energy (DOE), the GPDP’s Regulation Creation team, JERA, and Japan’s Ministry of Economy, Trade, and Industry (METI) participated and contributed to the workshop’s insightful discussion.

The morning session, led by the GPDP 3 Regulation Creation team, focused on the comprehensive discussions and updates on the development of the three Codes of Standard Practice: Code 1 – LNG Storage and Regasification Terminal Code, presented by Prof. Ulpiano Ignacio, Jr.; Code 2 – LNG Transmission and Distribution System Code, presented by Dr. Jon Dewitt Dalisay; and Code 3 – Third Party Access Code, presented by Atty. Ivan Mark Galura.

Continuous exchange of inputs and coordination with DOE have refined the drafted codes since their initial outline in January. This collaboration is expected to continue up until the codes’ finalization.

In the afternoon, representatives from JERA facilitated the Third-Party Access (TPA) Workshop with the aim to further inform DOE and the GPDP team on the areas for consideration in designing the TPA code. This workshop covered an overview of the TPA, its regulation and practice in Japan, and the regulatory framework in the European Union.  

The GPDP 3 Mid-Year Monitoring and Third-Party Access Workshop provided a platform for productive discussions among energy experts, setting a clear direction towards the completion of a regulatory framework for the downstream natural gas industry.
