GPDP’s Proposed Regulatory Process

Overview

The Proposed Regulatory Process (PRP) is one of GPDP 2’s main outputs and contributions in strengthening the Philippine Downstream Natural Gas Industry’s (PDNGI) regulatory framework, particularly providing technical guidance in the implementation of the Philippine Downstream Natural Gas Regulation (PDNGR) and other related policies. It contains regulatory recommendations to government agencies and local government units involved in the PDNGI with the aim of bringing about a thorough yet efficient and coordinated regulatory system that incorporates globally accepted codes, standards, and best practices. Specifically, the PRP contains regulatory process flowcharts per stage of operation; list of current and proposed documentary requirements; checklist of codes and standards recommended for adoption; cost and benefit analysis of proposed regulations; summary of inter-agency issues; and way forward recommendations.
