Regulators align in the final step toward Integrated Inspection and Monitoring Manual for Philippines Downstream Natural Gas Industry

Representatives from member agencies of the Inter-agency Health, Safety, Security, and Environment Inspection and Monitoring Team (IMT) gathered on 6 March 2026 in Intramuros, Manila for Workshop 2 for the development of the Integrated Inspection and Monitoring Manual (IIMM).
During the workshop, agencies reviewed the draft inspection checklist, identified issues within their respective mandates, and discussed areas requiring cross-agency alignment. Breakout discussions allowed participants to examine specific provisions of the checklist before presenting their key points during the plenary session.
Participating agencies included the Department of Labor and Employment – Bureau of Working Conditions (DOLE-BWC), Department of Health – Bureau of Quarantine (DOH-BOQ), Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB), Maritime Industry Authority (MARINA), and the Batangas local government unit. The Department of Energy (DOE) and JERA also provided insights and clarifications during the discussions.
The full-day event, organized by the Gas Policy Development Project 3 (GPDP 3), concluded the workshop series, following the first workshop in January and a site inspection in February at the First Gen LNG Terminal in Batangas.
The IIMM is being developed as a practical regulatory tool to support coordinated inter-agency inspections for facilities in the Philippine downstream natural gas industry. By consolidating inspection procedures and monitoring tools from different regulatory bodies, the manual seeks to improve efficiency, clarify responsibilities, and strengthen safety and environmental oversight.
