GPDP 3 and Partner Agencies Conduct LNG Terminal Site Visit

The Gas Policy Development Project 3 (GPDP 3), together with eight partner agencies, conducted a site visit to the LNG PH Terminal in Ilijan, Batangas on 28 October 2025 as part of the Regulation Creation component of the project.

LNGPH President and CEO Mr. Yari Miralao welcomed the participants and provided an overview of the facility’s operations, emphasizing safety and environmental management practices in liquefied natural gas (LNG) handling. The visit offered key regulatory agencies an opportunity to observe operations firsthand and validate these with existing and proposed regulatory measures.

Participating agencies included the Department of Energy (DOE), Bureau of Fire Protection (BFP), Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB), Department of Health – Bureau of Quarantine (DOH-BOQ), Department of Labor and Employment-Bureau of Working Condition (DOLE-BWC), Maritime Industry Authority (MARINA), Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), and the local government unit of Batangas.

The activity provided valuable operational insights that will help refine the final draft of the Agency-Specific Regulations (ASRs), ensuring the framework remains practical, evidence-based, and responsive to the realities of the downstream natural gas sector.
