GPDP 3, DOE, and PIA-HSSE IMT Member Agencies Pilot-Test its Integrated Inspection and Monitoring Manual at First Gen Terminal

The Gas Policy Development Project 3 (GPDP 3), in coordination with the Department of Energy (DOE), conducted a pilot test inspection run of the Integrated Inspection and Monitoring Manual (IIMM) for the PIA-HSSE IMT Member-Agency on 20 February 2026 during a site visit at the First Gen LNG Terminal in Batangas City. Prior to this, a pre-inspection alignment meeting was held on 19 February at Soto Grande Hotel Batangas to confirm the inspection flow, scope, and agency roles ahead of the activity.
The IIMM, a consolidated regulatory instrument, is being developed under GPDP 3 as a key step toward establishing a coordinated and harmonized approach to the inspection and monitoring activities of liquefied natural gas (LNG) facilities in the Philippines.
The site visit allowed for the test run of the draft manual in actual field conditions. It assessed the clarity and applicability of the checklists and identified areas where the proposed IIMM can be improved.
Participating agencies included the DOE, Bureau of Fire Protection (BFP), Department of Health – Bureau of Quarantine (DOH-BOQ), Department of Labor and Employment – Bureau of Working Conditions (DOLE-BWC), Maritime Industry Authority (MARINA), Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), and representatives from the Batangas Local Government Unit (LGU).

Inspectors were grouped into two batches and deployed across key facilities using the pre-first draft of IIMM Checklist.
The inspection covered major components of the facility, including the Floating Storage and Regasification Unit (FSRU), jetty, LNG carrier, gas metering station, control room, and ancillary facilities.
Following the site walkthrough, member-agencies reconvened for a post-inspection meeting. Agencies shared initial findings and proposed refinements to the checklist, particularly on documentation requirements, inspection sequencing, and role delineation during joint inspections.
The pilot test provided practical validation of the pre-first draft of IIMM. Insights gathered from the visit will be consolidated and incorporated into the next version of the manual, which will be further discussed in a succeeding workshop in March 2026.
